Written more than 30 years ago - in response to the republicans last major change of the tax statutes in 1986. I thought I would post here to mark the eve of the next attempt to "get it right".  My thoughts on the matter have not changed in the three decades since then.  We can't solve the economies woes by tinkering with the tax statutes.

Our discussion should be about what principals should apply to the structure, implementation, administration and legitimacy of the system of taxation.  I have some in mind for discussion:

1. The structure should be consistent across the population governed.  

2 The implementation should be at the most basic political subdivision (e.g. county, school district, banking regime).

3 The administration should be uniform for all and subject to interpretation under the legal environment of the local political subdivision and the jurisdiction it consists in.

4 The legitimacy of taxation arises out of the need of the governed to construct a strategy to have a safe, prosperous place that is ethically, economically, environmentally and evolutionarily stable.
